they are systems/technologies that are not possible to import from abroad or although they are imported/procured, they endanger operation because sustainment is not supplied due to various reasons, and they are systems/technologies required to be joint production in case manufacturing inland is not possible due to export licence and control regime. (for example; software, long range missile and navigation missile technologies etc.).
